USEAC Baltimore

The U.S. Commerce Department awarded Ellicott® Dredges, a Division of Baltimore Dredges, LLC, its 2006 Export Achievement Award on Sept 8th. The Award was made by the Department's Baltimore office, U.S. Export Assistance Center (USEAC) and presented by Congressman Ben Cardin (Democratic nominee for US Senate) whose district includes the Baltimore dredge plant, and Commerce Deputy Assistant Secretary Colleen Litkenhaus.

USEAC Director Bill Burwell said "Ellicott® earned the award for its outstanding track record over the past several years in increasing its exports dramatically, entering new export markets, and creating local manufacturing jobs as a result."

New Contracts in Iraq

Burwell cited as a special justification for Ellicott®'s earning this award its recent success in Iraq, where, together with its affiliate companies, it has secured three contracts with three different government agencies for more than ten dredging machines valued at over $10MM. In one of the contracts, the Commerce Department helped organize a joint effort including the U.S. Army Corps of Engineers and the U.S. Overseas Private Investment Corporation (OPIC) to help Ellicott® win an international tender against competitors from around the world. The Small Business Administration (SBA) also contributed to the Company's successful push into Iraq.

The dredges for Iraq, which began shipping in August and will continue through next year, will be used for electricity generation by desilting hydroelectric dams, flood control on the Tigris and Euphrates rivers, irrigation canal maintenance, and port work at Um Qasr Port in southern Iraq. They may also be used for restoration of the famous marshes in the south which were desecrated under Saddam's policy of environmental and human rights abuses against the "Marsh Arabs."

Jobs Created

Congressman Cardin noted that the new contracts will create over a dozen new factory jobs for mechanics at the Company's Baltimore City plant and additional jobs at its affiliated Wisconsin facility. He said, “I want to recognize Ellicott® for their creative excellence, and their commitment to quality manufacturing."

Baltimore Dredges the Largest U.S. Dredge Exporter

Ellicott® Dredges’ success has made its parent Baltimore Dredge Enterprises, LLC, the largest U.S. dredge exporter measured by the number of export countries served (over 15 annually), the number of dredges exported (over 20 annually), export revenue, and the number of foreign governments served.

BDE President Peter Bowe accepted the award together with the Ellicott® export sales team of Steve Miller, Walter Mather, and Ernie Escola, and its leader Paul Quinn. Quinn thanked the Commerce Department for its valuable assistance, and noted that the Company’s long reputation for reliable products, dating back to their use in the original construction of the Panama Canal, contributed greatly to its success overseas as well as in export markets.

Quinn praised the Baltimore USEAC for coordinating a successful agent search for Ellicott® in Nigeria, leading to the sale of several dredges, and thanked Eximbank, a US government agency, for supporting multiple dredge sales to Nigeria. Quinn also acknowledged the Nigerian Ambassador to the USA, H.E. George Obiozor, who attended the ceremony. Ambassador Obiozor noted Ellicott®'s reputation for "engineering expertise," and stressed the importance of growing trade relations between the U.S. and Nigeria. He pointed out how the development of the dredging industry in Nigeria is assisting oil production, which is important to the US as Congressman Cardin acknowledged.

Thanks to export growth, Baltimore Dredge Enterprises now has a backlog of over $25 million.
