Large-Scale Flood Mitigation in the Salado River Basin

The Problem: Chronic Flooding and Economic Instability

The Salado River basin in the Buenos Aires province is critical to Argentina’s national economy, producing approximately 20% of the country’s grain and meat products. However, the region’s flat topography makes it exceptionally vulnerable to extreme weather.

  • Massive Land Loss: Between 2000 and 2017, recurring floods damaged more than 800,000 acres of high-value farmland.
  • Environmental Degradation: Over the last 40 years, average rainfall in the region increased by 20%. Without proper maintenance, the Salado River accumulated vast amounts of sediment and silt, creating bottlenecks that caused water levels to rise and overflow during rainy periods.
  • Logistical Hurdles: The surrounding terrain is difficult to access; when it rains, local dirt roads often flood, making it nearly impossible for heavy machinery to reach the riverbanks or move between work sites.

The Solution: Dual Ellicott® Series 1270 Dragon® Dredges

In 2017, the World Bank approved a $300 million loan to fund a comprehensive flood prevention project. To execute the massive task of restoring the river’s natural flow, dredging contractors Helport and Chediack (UTE) deployed two Ellicott® Series 1270 Dragon® cutter suction dredges.

  • High-Production Equipment: The 18-inch (450 mm) Series 1270 is a medium-sized powerhouse equipped with two separate diesel engines—one dedicated specifically to the dredge pump for optimal production and another for the hydraulic system.
  • Modular Portability: To overcome the challenge of limited road access and flooded banks, the Ellicott® Dragon® design allowed the crews to easily disassemble and reassemble the dredges, enabling them to reach remote, restricted locations along the river.
  • Precision Deepening: With the capability to reach dredging depths of up to 50 feet (15 m), the 1270s were used to widen and deepen the channel, removing over 5.23 million cubic yards (4 million m³) of sand and sediment in the initial 18 months of the project.

The Outcome: Economic Security and Terrain Enhancement

The dredging of the Salado River has fundamentally changed the region’s defensive posture against climate-driven flooding.

  • Restored Natural Pathways: By removing decades of silt accumulation, the river was restored to its natural state, allowing water to flow at a steadier pace and significantly reducing the risk of “bottleneck” flooding.
  • Land Reclamation & Elevation: In a strategic “beneficial use” approach, the sand collected from the river was repurposed to improve the surrounding lowlands. This increased the terrain elevation of the low-lying communities, adding a secondary layer of flood protection.
  • Economic Resilience: The stabilization of the river basin protects the livelihoods of thousands of farmers and secures the production of grain and meat vital to Argentina’s GDP.
  • Reliability in Hard-to-Reach Areas: The project proved that even in regions with poor infrastructure and flooding roads, Ellicott’s portable and reliable equipment ensures that critical infrastructure projects stay on schedule.
